Introduction

CopWare, Inc. (“CopWare,” “we,” “us,” or “our”) respects your privacy. This Privacy Policy explains how we collect, use, disclose, and protect information when you use CopWare products and services, including the California Peace Officers Legal Sourcebook (CPOLS) and related applications, and when you visit or place an order on our public website at copware.com.

CopWare is a content publisher. We deliver read-only legal reference content. We are not a processor of agency operational, case, or Criminal Justice Information (CJI) data. Agencies and users do not upload case files, investigative records, or similar operational data into CopWare products.

This policy applies to Authorized Users under an agency subscription and to individual customers who access CopWare products or our storefront.

Information We Collect

CPOLS / product accounts

For users of CPOLS and related applications, we maintain a thin account record, typically including:

  • Name
  • Department / work email address (department-issued or department-authorized)
  • Agency or department affiliation
  • Hashed password
  • Login and usage activity (for example, authentication events, access timestamps, and general usage metrics such as features accessed or content areas viewed)
  • Device, browser, and IP address information associated with access

Storefront and billing

When you register, request information, or place an order on copware.com, we may also collect contact and billing information such as name, email, mailing address, phone number, agency/organization, and purchase details.

Payment cards: Card payments are processed by Authorize.net. CopWare does not store cardholder data (CHD) on CopWare systems. Card information is transmitted to Authorize.net for processing.

Information we do not collect

  • Agency operational, case, or CJI data
  • Personal files or documents uploaded by users
  • User-created content in CPOLS (products are read-only reference materials)

Mobile apps

Our iOS and Android apps may store licensed reference content and local app/session state on the device (in OS-sandboxed storage) to support offline access. That local store includes the user’s own account identity as needed for the app — not agency operational, case, or CJI data.

How We Use Information

We use the information we collect to:

  • Provide, maintain, and secure CopWare products and our website
  • Authenticate users and manage access
  • Process orders, renewals, and related billing communications
  • Provide technical support and account administration
  • Analyze usage to improve products and content delivery
  • Generate usage reports for subscribing agencies upon request
  • Comply with legal obligations

We do not sell personal information for monetary consideration. We do not rent or disclose personal information to third parties for their marketing. We do not use personal information for targeted advertising or cross-context behavioral advertising. We do not share personal information for cross-context behavioral advertising.

As described below, we use product analytics (currently Google Analytics) for service improvement and usage reporting. Analytics providers may receive device and usage data for that purpose. Our Google Analytics property is configured without Google signals, without user-provided data collection for advertising, and without advertising product links. To the extent any analytics disclosure could be considered a “sale” or “share” under California law, you may contact us using the information in Contact Us to request to opt out.

Artificial Intelligence

CopWare products do not offer customer-facing AI features. Any generative AI tools CopWare uses internally are for editorial/content work and do not process customer personal information or agency operational data.

Information Sharing

With your agency

Upon request, we may provide usage and access reports to agency-designated contacts for account administration, training, compliance, or internal reporting. Agencies are responsible for how they use those reports under applicable law.

With the California Department of Justice

Pursuant to our Memorandum of Understanding with the California Department of Justice, we may share aggregated and de-identified usage and analytics data for content improvement, system evaluation, training support, and public-interest analysis. That data does not identify individual users or agencies. We commit to maintaining that data in de-identified form and not attempting to re-identify individuals from it.

Service providers (subprocessors)

We use trusted service providers to host and operate our services. At a summary level, these include:

We may also use providers for TLS certificates, uptime monitoring, and similar infrastructure support that do not receive customer personal data for their own purposes beyond performing services for us.

We do not share customer personal data with these providers for the providers’ own marketing.

Other disclosures

We may disclose information:

  • To comply with applicable law, regulation, or legal process
  • To protect the rights, property, or safety of CopWare, our users, or others
  • In connection with a merger, acquisition, or sale of assets (with notice where required)

Where Information Is Processed and Stored

Personal information associated with CopWare products and our website is processed and stored in the United States (including Azure West US 3 for the CPOLS reader and AWS for the storefront).

Cookies and Similar Technologies

We use cookies and similar technologies to operate our services, keep you signed in, protect forms, and understand how our products are used so we can improve them.

CPOLS reader (library.copware.com and related access hosts)

  • Session / authentication cookies needed to keep you signed in and operate the reader
  • Product analytics (currently Google Analytics) used for service improvement and usage reporting — for example, understanding how the reader is used so we can improve content delivery and product features. Analytics providers may receive device, browser, and usage information associated with your access. We configure Google Analytics without advertising features (Google signals off; no advertising product links) and do not use advertising or retargeting trackers on the CPOLS reader.

Public website / storefront (www.copware.com)

  • Essential cookies for WordPress / WooCommerce (session, cart, checkout, and security)
  • Payment-related technologies used in connection with Authorize.net checkout
  • Form / bot-protection technologies (for example, Google reCAPTCHA) on some forms. Use of reCAPTCHA is subject to Google’s Privacy Policy and Terms of Service.
  • Cookies or similar technologies may also be set by the platform for normal site operation

You can control cookies through your browser settings. Blocking certain cookies may affect login, checkout, or other site functions.

Do Not Track and Global Privacy Control

Some browsers offer a “Do Not Track” (DNT) setting. There is no uniform industry standard for responding to DNT signals, and we currently do not respond to DNT browser signals.

Some browsers and extensions also support Global Privacy Control (GPC) signals. We do not yet automate responses to GPC. If you wish to opt out of sale or sharing of personal information to the extent applicable under California law, please contact us using the information in Contact Us, and we will honor applicable requests.

Data Retention

We retain account and usage information for the life of the relevant subscription and for a reasonable period afterward for legal, accounting, security, and operational purposes. Platform backups follow our hosting providers’ and internal backup schedules.

We do not hold agency operational content to delete. When a subscription ends or a user is disabled, access ceases; account and usage records are handled under the retention approach above.

Data Security

We implement reasonable administrative, technical, and physical safeguards appropriate to our role as a content publisher with a minimal personal-data footprint. Hosting platform controls (for example, Azure and AWS) apply under their shared-responsibility models.

No method of transmission or storage is completely secure. We work to protect information but cannot guarantee absolute security.

Your Rights (California / CCPA)

Many CopWare contacts are work or agency contacts (for example, a department email used for an authorized agency subscription). Whether the California Consumer Privacy Act (CCPA), as amended by the CPRA, applies to a particular request depends on statutory thresholds and other legal factors. Without taking a position that CCPA/CPRA always or never applies, we provide a clear channel for privacy requests and honor applicable rights requests.

California residents may have rights that include, where applicable:

  • The right to know what personal information we collect and how it is used
  • The right to request deletion of personal information (subject to legal exceptions)
  • The right to correct inaccurate personal information
  • The right to opt out of the sale or sharing of personal information (see How We Use Information and Contact Us)
  • The right to limit use and disclosure of sensitive personal information, to the extent we collect it and the right applies
  • The right to non-discrimination for exercising privacy rights

To exercise these rights, contact us using the information below. We may need to verify your identity and your relationship to a subscribing agency before fulfilling a request.

Children’s Privacy

CopWare products and our website are designed for law enforcement professionals and institutional customers. We do not knowingly collect personal information from children under 13. If you believe a child has provided us information, contact us and we will take appropriate steps.

Changes to This Policy

We may update this Privacy Policy from time to time. We will post the updated policy on this page and revise the “Last Updated” date. Material changes may also be communicated by email or other reasonable notice when appropriate.
